Mindoro State University (MinSU) participated in the Chief Information Officer (CIO) Conference for Fiscal Year 2024, held at the Rizal Park Hotel in Manila on December 4, 2024. The event, hosted by the Department of Information and Communications Technology (DICT), brought together government leaders and ICT experts to advance the country’s National Information and Communications Technology (NICT) development agenda.
Ms. Jezell dT. dela Cruz, Information Officer III, and Mr. Eric John D. Fortu, Information Technology Officer I, represented MinSU at the conference which focused on fostering collaboration, mitigating risks, and driving innovation in ICT to promote a digitally integrated government.
One of the highlights was the formal launch of the CIO Council, created under Republic Act No. 10844. The council will play a crucial role in implementing ICT initiatives and driving the nation’s digital transformation.
The conference also featured keynote speeches, including one by Secretary Ernesto V. Perez of the Anti-Red Tape Authority, who emphasized streamlining government processes through digitalization. Sessions also covered the eGovernment Master Plan (eGMP), updates on eGovernment initiatives, and the integration of technology in public finance management.
The event also included ceremonial launching of the eGov Roadmap: eGovernment Masterplan and ceremonial signing of a Tripartite Memorandum of Understanding for eGovernment between DICT, the CIO Forum, and the CIO Forum Foundation.
Aside from insightful discussions, the event provided networking opportunities for participants, including MinSU delegates, fostering connections with peers from other sectors. Futher, the DICT also showcased exhibits that highlighted cutting-edge ICT solutions and innovations designed to support government digitalization efforts.
The conference concluded with the oath-taking of CIOs, administered by Secretary Ivan John E. Uy, which formalized the council’s role in steering ICT initiatives across the government.
In his closing message, Secretary Uy emphasized the importance of cohesive efforts and collaboration and promoting shared solutions, driving a whole-of-government approach to enhance efficiency and accessibility for the Filipino citizens.
As DICT continues its vision of a “Bayang Digital ang Bagong Pilipinas,” MinSU is committed to embracing innovation and fostering collaboration to contribute to the nation’s digital future.

Corpuz, Chairperson of the Governance Commission for GOCCs, Undersecretary Maria Francesca Del Rosario of the DBM’s ICT Group, Assistant Secretary Philip A. Varilla, President of the CIO Forum, and Mr. George C. Kintanar, Chairman of the CIO Forum Foundation and other key officials from DICT.
