Emergency Response Team (ERT)

Overview

The Emergency Response Team (ERT) is responsible for creating, implementing, updating and maintaining an appropriate action plan. The ERT's response to all weather conditions is to implement the following steps:

  1. Evaluation of the Weather Conditions
  2. Risk Assessment of the Decision Making
  3. Effective Communication
  4. Implementing a Pre-Establishment Action Plan
  5. Surveillance and Check-in Points
  6. Counseling and Spiritual Outreach
  7. Medical and Emergency Response

The ERT shall convene pre-emergency and post-emergency. It shall provide a list of facilities and students who offer to volunteer during emergencies to the Vice Chairman as his designee. The list should identify primary and alternative volunteers—the number of students determines the actual number of volunteers needed to be relocated to the safe spaces/evacuation area, the anticipated duration of the emergency and areas/sector also needing volunteers.

ERT Team Roles and Responsibilities

ERT Marshal

Duties and Responsibilities:

  • Organize, develop and implement the safety plan
  • Assist the administration in organizing, training and managing the ERT
  • Provide equipment, tools, appliances and other supplies
  • Conduct evacuation/fire exit drills
  • Supervise and coordinate the ERT personnel during emergencies
  • Implement periodic inspections of firefighting equipment
  • Conduct periodic safety inspections of campus premises
Deputy ERT Marshal

Duties and Responsibilities:

  • Assist the ERT marshal in all activities of the brigade
  • Assume the duties and responsibilities of the ERT marshal during his absence or incapacity to perform duties
Evacuation Team

Duties and Responsibilities:

  • Responsible for evacuating building occupants in a safe, orderly and efficient manner
  • Ensure that everyone has evacuated the building
  • Direct everyone is accounted for
  • Report to the Evacuation Team Leader
Search & Rescue Team

Duties and Responsibilities:

  • Responsible for post-evacuation search and rescue in a planned and coordinated manner
  • Reports to their team leaders
  • Conduct retrieval operations in case of worst-case emergency events
Fire Fighting Team

Duties and Responsibilities:

  • Responsible for extinguishing building and equipment fires
  • Members report to their team leaders
  • Position themselves with an exit or means of escape before attempting to use an extinguisher
Medical/First Aid Team

Duties and Responsibilities:

  • Responsible for managing physical, mental and emotional problems among victims
  • Establish a medical treatment area
  • Communicate and work with hospital
Communication Team

Duties and Responsibilities:

  • Responsible for internal and external communication
  • Reports to their team leader

Salvage Team

Duties and Responsibilities:

  • Conducts salvage operations
  • Evacuate valuable contents using priority order:

Priority 1: Classified records, data, information, maps

Priority 2: Other classified records

Priority 3: Supplies and materials

Priority 4: Office furniture and less important items

Security Team

Duties and Responsibilities:

  • Clear streets and passageways for evacuation
  • Clear lanes of parked vehicles for emergency apparatus
  • Isolate and secure the emergency area
  • Handle bomb threats and coordinate with local police
  • Secure the entire University premises
  • Maintain guarding system for personnel and materials
Public Information/Media Handler

Duties and Responsibilities:

  • Responsible for releasing information to the media
  • Reports to the ERT Marshal
  • Manages public communications during emergency
