True to its commitment to inclusive education and community development, Mindoro State University (MinSU) has joined the Department of Social Welfare and Development (DSWD) in advancing literacy and socioeconomic empowerment through the “Tara, Basa!” Tutoring Program. This initiative is designed to uplift both struggling young readers in public elementary schools and college students from low-income families, who will serve as tutors and Youth Development Workers (YDWs). The program brings together educational support and socioeconomic empowerment, benefiting both the students and the broader community.
The Memorandum of Agreement (MOA) for the Tara, Basa! Tutoring Program was formally signed on April 10, 2025 in a tripartite arrangement among the DSWD, Local Government Units (LGUs), and State/Local Universities and Colleges (S/LUCs), including Mindoro State University.
Under the agreement, MinSU, as a key partner, shall, among others, conduct the initial screening of qualified 2nd to 4th year college students from low-income households, particularly those enrolled in Bachelor of Elementary Education (BEEd) and other allied fields. These students will be deployed to assist struggling or non-reader elementary pupils in their reading journey. In addition, those taking up Bachelor of Science in Social Work (BSSW), Sociology, Anthropology, and other social and behavioral science courses will serve as Youth Development Workers, aiding in the implementation and monitoring of the program.
Present during the MOA signing were MinSU President Dr. Enya Marie D. Apostol and Mr. Donne Fernando Guerrero, Coordinator of the Office of Student Affairs and Services at MinSU Calapan Campus. They were joined by DSWD representatives Ms. Joana Marie Manalang, Mr. Edward Royo, Mr. John Marvin Ison, and Ms. Maria Garcia Campo.
Through this collaboration, MinSU and DSWD aim to foster a culture of service, inclusivity, and community engagement, empowering students from various backgrounds to contribute to positive social change while bridging the literacy gap in public schools.
