Land use deals signed between MinSU, Brgy. Alcate

Geared toward strengthening university-community relations and supporting local development, Mindoro State University (MinSU) and the Local Government Unit (LGU) of Alcate, Victoria, Oriental Mindoro, formally signed two Usufruct Agreements on July 3, 2025.

Geared toward strengthening university-community relations and supporting local development, Mindoro State University (MinSU) and the Local Government Unit (LGU) of Alcate, Victoria, Oriental Mindoro, formally signed two Usufruct Agreements on July 3, 2025. These agreements involve the use of university land for the construction of a water system and the granting of a right of way to benefit residents of Sitio Riverside, Alcate.

The signing ceremony was held at the MinSU Main Campus, with University President Dr. Enya Marie D. Apostol representing MinSU and Hon. Roy B. Pantaleon, Barangay Chairman of LGU Alcate, signing on behalf of the local government unit. The event was witnessed by Dr. Christian B. Apostol, Campus Executive Director of MinSU Main Campus, and Hon. Simplicio P. Fortu, Jr., Barangay Councilor of Alcate.

The first agreement grants a right of way through a 1,420-square-meter (4 meters by 355 meters) parcel of land in Brgy. Alcate. This passageway will serve as the sole access route to the nautical highway for Sitio Riverside residents, especially students whose homes currently lack proper access. Under the terms, MinSU grants the right of way free of charge and will provide the necessary documentation to support the barangay's application for relevant permits. The barangay government, in turn, is responsible for maintaining the area, securing environmental clearances from the Department of Environment and Natural Resources (DENR) and the Philippine Coconut Authority (PCA), and ensuring that the access remains clean, secure, and exclusive. The agreement is valid for five years.

The second agreement authorizes the use of a 30-square-meter parcel of MinSU land, also located in Alcate, exclusively for the construction of a water system. The project aims to provide a sustainable and accessible water source for constituents of Barangay Alcate. MinSU permits this use free of charge and commits to assisting in the processing of required permits. This agreement is likewise effective for five years.

These two agreements signify the deepening partnership between MinSU and its surrounding communities.

Dr. Enya Marie D. Apostol emphasized the university’s continuing role not only as an academic institution but also as an engaged community partner.

“We are here - to help each other. We believe in the power of collaboration and in using our resources responsibly to help our neighboring communities thrive,” she said. She also acknowledged the importance of addressing local challenges that directly affect students and families.

Meanwhile, Hon. Pantaleon expressed gratitude on behalf of Barangay Alcate, stating that these agreements will greatly improve the quality of life for their residents particularly the students and families in Alcate.

The MOA shows MinSU’s ongoing commitment to helping communities grow and to serving the public, not just through education but also by supporting inclusive and sustainable development in the area.
