MinSU, LSPU pact to boost women’s empowerment and rural livelihoods

A stronger push for gender equality, women’s empowerment, and community development has been formalized through a Memorandum of Understanding (MOU) between Laguna State Polytechnic University (LSPU) and Mindoro State University (MinSU) on August 8, 2025, held at the MinSU Calapan City Campus.

The agreement was signed by LSPU President Dr. Mario R. Briones and witnessed by LSPU officials, with MinSU President Dr. Enya Marie D. Apostol, together with Mr. Edgardo Agoncillo, OIC-Director for Production and Business Operation; Ms. Elisa M. Agoncillo, OIC-Director of Extension, Knowledge and Technology Transfer; and Mr. John Emmanuel Merhan, Planning Officer II and Main Campus GAD Coordinator.

Covering a three-year collaboration, the MOU outlines joint initiatives on Gender and Development (GAD) capacity-building programs, extension services, and research-based projects aimed at empowering communities, particularly women farmers through inclusive, research-driven, and sustainable development approaches.

Under the agreement, both state universities will share faculty expertise, research outputs, and resources while leading GAD-focused projects that link academia with government agencies, civil society organizations, and funding institutions. The partnership also provides for the institutionalization of GAD operations within both institutions and the certification of stakeholders’ participation in related programs.

The visit likewise focused on the continuing collaboration under the project “Empowering Women Farmers through Katigbi (Adlay) – Job’s Tears for the Community of MIMAROPA.”
