Mindoro State University (MinSU) has completed a three-day External Program and Management Review (EPMR) aimed at assessing its institutional performance and crafting a roadmap for its 2026–2030 development plan.
Held from April 7 to 9, 2026 at the MCC AVR in the Calapan City Campus, the review examined key areas including instruction, curricular management, research for development, extension, governance, resource utilization and external relations.
Dr. Enya Marie D. Apostol, University President along with top officials, presented the institution’s Five-Year Development Plan for 2021–2025, highlighting major accomplishments, milestones and ongoing initiatives. The University Student Government also outlined its priority programs during the opening session.
TThe review is being conducted by a high-level panel of distinguished technical experts bringing a wealth of experience in national policy and academia, led by Dr. William D. Dar, former Secretary of the Department of Agriculture (DA). He is joined by Dr. William C. Medrano, former DA Undersecretary for Livestock; Dr. Rosana P. Mula, former Director of the Agricultural Training Institute; Dr. Saturnina C. Halos, former DA Technical Adviser and Chief Science Research Specialist; and Dr. Dante M. Aquino, former Professor at Isabela State University.
The panel conducted validation activities, including campus visits, stakeholder interviews and focused group discussions to verify data and assess program implementation on the ground.
Among the sites visited were MinSU extension areas and partner communities, including Pampamayanang Mangyan Ugnayan, Inc., a non-government organization working with the University in delivering services to Mangyan communities. The team also visited Mangyan communities in Barangay Canaan, Victoria town, where they observed implemented extension initiatives and interviewed the Mangyan beneficiaries on the services extended by the University.
Initial findings cited institutional strengths while identifying areas for strategic improvement, particularly in aligning programs with emerging demands in higher education.
Results of the review will be used to formulate policy, structural and program recommendations that will guide the preparation of MinSU’s Five-Year Development Plan for 2026–2030.
Pres. Apostol said the initiative is part of ongoing efforts to ensure that MinSU remains responsive, inclusive and competitive amid a rapidly changing academic environment. (jdtdc)
