Students from the Master in Public Administration (MPA) program of Mindoro State University conducted an extension activity for LGU Bansud through a workshop orientation on PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) on June 19, 2026 at the Bansud Municipal Hall.
The initiative aimed to equip LGU employees with the knowledge and competencies necessary to strengthen their human resource management systems and align their practices with PRIME-HRM standards.
Dr. Alice R. Ramos, Dean of MinSU Graduate Studies emphasized the need to create impact from our academic studies that transcends to communities, while she discussed her flagship program, Program CONNECT, which aims to create a community-focused extension system that enhances academic leadership.
“We need to create impact. We need to create partnerships with the community,” she added.
The participants, who are employees of the Local Government Unit of Bansud, particularly in the HR Unit and Planning Unit attended the event.
The first speaker, Dir. Ma. Theresa R. Poblador, Director II of the Civil Service Commission Field Office - Oriental Mindoro provided a thorough orientation on the definition, objectives, processes and incentives and benefits of PRIME-HRM via recorded video presentation.
Afterwards, the second speaker, Mr. Jayvee G. Menguito, Head of the Human Resource Unit and Gender and Development Focal Person of the Department of Economy, Planning and Development - MIMAROPA Regional Office, shared their best practices on the preparation for PRIME-HRM and how to adapt its processes effectively into their current system.
After the lectures and discussions, Mr. Menguito made the participants answer the PRIME-HRM Self Assessment Tool to assess the current standing of LGU Bansud into the preparations for PRIME-HRM. With this, they are able to gauge the strengths, weaknesses and gaps that they have to address. In the midst of the workshop, Bansud Mayor Ronaldo Morada visited the venue and offered a few words of welcome and gratitude.
To conclude the session, Ms. Mediatrix Lusterio, a representative of the participants, shared her feedback and insights on the workshop conducted, and expressed her appreciation to the project committee for the opportunity of learning given to them.
Effective academic learning should no longer be confined within the walls of the classroom. It must extend into communities where knowledge is applied, shared, and transformed into meaningful impact.
