A continued push to expand access to higher education in the province was inked on June 23, 2026, following the ceremonial signing of a Memorandum of Agreement (MOA) between Mindoro State University and the Local Government Unit (LGU) of Bulalacao for the sustained implementation of the MinSU Bongabong Campus–Bulalacao Extension Classes.

The agreement formalizes the ongoing partnership supporting the offering of the Bachelor of Science in Tourism Management (BSTM) program in the municipality, allowing students from Bulalacao and nearby communities to pursue tertiary education closer to home. The initiative is seen as part of broader efforts to strengthen community-based learning opportunities and widen access to quality higher education in Oriental Mindoro.

Present during the signing ceremony were MinSU University President Dr. Enya Marie D. Apostol, College of Business and Management Dean Ms. Emma Vida R. Liwanag, and Bulalacao Municipal Mayor Hon. Lumelito M. Cabagay, along with key representatives from both the university and the local government. The gathering underscored continued institutional cooperation in sustaining the extension program.

President Apostol expressed the University's gratitude for the continued partnership and emphasized the importance of sustaining programs that expand educational opportunities for more Mindoreños.

For his part, Mayor Cabagay welcomed the renewed agreement, highlighting the positive impact of the extension classes on the municipality’s educational development.  He also expressed pride in the accomplishments of program graduates, including recent awardees and academic achievers, whom he said serve as inspiration for aspiring learners in the community.

The sustained implementation of the BSTM program under the MinSU Bongabong Campus–Bulalacao Extension Classes reflects the University's ongoing efforts to strengthen community-based educational initiatives and respond to the growing demand for accessible tertiary education in Oriental Mindoro.
