The Anti-Red Tape Authority (ARTA) Southern Luzon Regional Field Office inspected the frontline offices of Mindoro State University (MinSU) on July 7, 2026, identifying opportunities to further enhance the University's public service delivery in line with Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
The inspection covered the Registrar's Office, Admissions and Scholarship Office, Records Unit, Human Resource Management Office, University Clinic, Library Unit, and Guidance Office at the MinSU Victoria (Main) Campus.
Led by Supervising Administrative Officer Andrea Mikhaela D. Zantua, the ARTA team - composed of Jose Ronro D. Rocabo, Project Development Officer III; Aina O. Rivera, Project Development Officer I; Maylla D. Arago, Project Officer; and Ernan A. Ontiveros, evaluated service delivery, client assistance mechanisms, and the University's compliance with the provisions of Republic Act No. 11032.
After the inspection, the team presented its onsite assessment report to University officials and heads of frontline offices, outlining its findings and recommending measures to further improve the efficiency, accessibility, and responsiveness of MinSU's services.
University President Dr. Enya Marie D. Apostol welcomed the inspection, describing it as an opportunity for institutional growth rather than fault-finding.
"As times change, we must revisit our plans to adapt to what is happening now and fit the pursuit of our development. We welcome this activity, knowing you will not criticize us but rather help us improve the services we offer to our clients," Dr. Apostol said.
She added that the University's commitment to quality public service requires continuous evaluation and innovation to address the evolving needs of students and other stakeholders.
Dr. Apostol also expressed support for ARTA's Student Movement initiative, which seeks to engage young people in promoting good governance, transparency, accountability, integrity, and citizen-centered public service in line with the principles of the Ease of Doing Business law.
She said MinSU is ready to collaborate with ARTA in advancing the initiative, recognizing the role of higher education institutions in developing future leaders who uphold ethical governance and responsive public service.
The inspection forms part of ARTA's continuing efforts to help government institutions like MinSU deliver more efficient, accessible, and client-centered services. (jdtdc)
