MinSU MPA students strengthen LGU Naujan's PRIME-HRM readiness through GOV-ENGAGE

GOV-ENGAGE is an extension program of MinSU Graduate Studies that empowers local government units through capacity-building on good governance, human resource management, and public sector leadership.

Students of Master in Public Administration of MinSU Graduate School teamed up to strengthen LGU Naujan's PRIME-HRM readiness through GOV-ENGAGE (Good Governance, Public Service, and Community Leadership) Capacity-Building extension activity on August 6, 2026 at Naujan Municipal Hall.

Recognizing that effective public service begins with competent human resource management, the extension initiative aimed to enhance the knowledge and competencies of LGU employees in implementing the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) standards, enabling the local government to further strengthen its human resource management systems and promote a culture of meritocracy, professionalism, and organizational excellence.

The program opened with messages from Dr. Bernadeth P. De Guzman, MPA Professor; Dr. Salcedo B. Tanguid, MPA Professor and Dean of the College of Criminal Justice Education; Naujan Mayor Hon. Henry Joel C. Teves; and Vice Mayor Hon. Candido J. Melgar Jr., who underscored the importance of collaborative efforts between the academe and local government in advancing excellence in public administration.

Leading the technical sessions, Dir. Ma. Theresa R. Poblador, Director II of the Civil Service Commission Field Office–Oriental Mindoro, delivered a comprehensive orientation on PRIME-HRM via a video-recorded presentation, discussing its objectives, implementation process, and the incentives and benefits available to government agencies that successfully achieve PRIME-HRM recognition. She emphasized that institutionalizing meritocracy and excellence in human resource management is fundamental to building high-performing and citizen-responsive government organizations.

The second session featured Mr. Jayvee G. Menguito, Head of the Human Resource Unit and Gender and Development Focal Person of the Department of Economy, Planning and Development (DEPDev) MIMAROPA Regional Office, who shared the agency's best practices in recruitment, selection, and placement under a GAD-integrated framework. He also guided participants in reviewing the evidence requirements and documentation needed to support PRIME-HRM implementation.

He also facilitated a baseline assessment of LGU Naujan's Recruitment, Selection, and Placement (RSP) Human Resource System, followed by a review of the RSP evidence requirements and supporting documentation, enabling participants to evaluate their current HR processes, identify organizational gaps, and strengthen their preparedness for PRIME-HRM implementation.

Following its successful implementation in the Local Government Unit of Bansud last June 2026, GOV-ENGAGE marked its second rollout, reflecting the growing impact of the MPA program's extension initiative in strengthening governance and human resource management across local government units in Oriental Mindoro.

The GOV-ENGAGE extension activity program is part of the umbrella extension project of the Office of Graduate Studies through the initiative of Dr. Alice R. Ramos, Dean of MinSu Graduate Studies. Her legacy project, Program CONNECT, aims to create a community-focused extension system that enhances academic leadership, and encompasses different extension activities for various academic programs under the Graduate Studies.
