Clad in the university’s presidential regalia and formally entrusted with its symbols of authority, Dr. Enya Marie Dinglasan Apostol was invested as second president of Mindoro State University (MinSU) during VINCULUM 2026: Presidential Investiture, Reaffirmation and Leadership Convergence on August 26, 2026.
The ceremonial investiture at the University Auditorium, MinSU Victoria Campus marked a defining moment in Apostol’s presidency, as the regalia, cap and hood, medallion and ring, and University Mace were formally presented as the symbols of dignity, authority, and responsibility entrusted to the University president.
The ceremony was witnessed by presidents and representatives of state universities and colleges (SUCs), education officials, government leaders, members of the MinSU Board of Regents led by Dr. Ricmar P. Aquino, faculty and administrative personnel, students, alumni, and institutional partners.
Dr. Apostol was elected MinSU’s second president on July 11, 2024, making her the first woman to lead the institution.
Leading the SUC presidents in attendance was Dr. Tirso A. Ronquillo, President of the Philippine Association of State Universities and Colleges (PASUC) and Batangas State University–The National Engineering University. He was joined by Dr. Silverio Ramon D. Salunson of Tarlac Agricultural University; Atty. Ryan L. Estevez, DPA of the University of Camarines Norte; Dr. Elbert C. Edaniol of Occidental Mindoro State University; Dr. Jameson H. Tan of Bulacan Agricultural State College; Dr. Frederick T. Villa of Southern Luzon State University; Dr. Mario R. Briones of Laguna State Polytechnic University; Dr. Amabel S. Liao of Western Philippines University; Dr. Venzon L. Limpiada of Palawan State University; Dr. Gemma G. Acedo of Catanduanes State University; and Dr. Merian P. Catajay-Mani, CESE of Romblon State University.
Representatives from Samar State University, Palawan State University, and Marinduque State University were likewise present, including Dr. Felisa Gomba, representing Samar State University President Dr. Redentor S. Palencia; Prof. Marissa S. Pontillas, former officer-in-charge of the Office of the University President of Palawan State University; and Ms. Lenie Zulueta, representing Marinduque State University.
Representatives from Samar State University, Palawan State University, and Marinduque State University also attended, along with distinguished education, government, and industry leaders, including Dr. Napoleon B. Imperial, CESO III, former deputy executive director IV of the Commission on Higher Education.
The ceremonial oath-taking preceded the investiture rites, underscoring Apostol’s renewed commitment to the responsibilities entrusted to the University presidency.
In messages delivered during the occasion, Dr. Aquino, Chair-Designate of the MinSU Board of Regents, expressed support for Dr. Apostol’s continued leadership and underscored the importance of collective effort in advancing the University’s mission.
Messages from Gov. Humerlito “Bonz” A. Dolor, 2nd District Rep. Alfonso V. Umali Jr., members of the Board of Regents, and student leaders likewise conveyed support for Apostol and the University’s continuing development.
The ceremony also became an occasion for the province to strengthen its support for MinSU.
As a surprise during the investiture, the Provincial Government of Oriental Mindoro extended ₱1 million in assistance to the University. Gov. Dolor also announced the province’s commitment to provide an ambulance for MinSU, which is expected to be turned over to the Victoria Campus soon.
For Dr. Apostol, the investiture was not simply a reaffirmation of a title but of a responsibility.
In her address, she acknowledged that MinSU’s journey remains unfinished, with more students to serve, communities to reach, and opportunities to pursue. She pledged to continue leading with humility and to work toward a University of Choice anchored on being Mahusay, Matino, at Mabuti.
Her words also gave meaning to the ceremony’s theme, VINCULUM, referring to a bond or connection.
“Hindi na lamang ito ‘Kinakaya ni Pres Enya.’ Sigurado ako, kakayanin natin ito nang sama-sama,” she said.
With the formal investiture marking her presidency two years after assuming office, Dr. Apostol continues to lead MinSU, now formally vested with the symbols of the presidency as the University moves forward into its next chapter. (jdtdc)
