New partnerships covering research, innovation, technology transfer and community development were formalized as Mindoro State University (MinSU) convened government agencies, academic institutions, civil society and the private sector for a series of signing ceremonies on September 17, 2026 at the ASTEER Building, MinSU Victoria Campus.

The activity featured the signing of several Memoranda of Agreement (MOAs) and a Technology Licensing Agreement (TLA), establishing collaborative initiatives between the University and its partner institutions.

Among the agreements was a multisectoral partnership involving MinSU, the Department of Science and Technology-MIMAROPA (DOST-MIMAROPA), Divine Word College of Calapan and the Provincial Government of Oriental Mindoro for the implementation of RezBin, a smart waste recycling technology, in Masipit, Calapan City under the DOST Smart and Sustainable Communities Program.

MinSU also partnered with the Department of Education Schools Division of Calapan City for the implementation of Program SIPAG, a three-year, six-semester research capacity-building initiative that will provide sustained mentoring in research ideation, Science Investigatory Project development and scholarly writing.

For community extension, the University formalized a partnership with the Society of Entrepreneurial Youth of Oriental Mindoro through Project BOSS Academy, which will provide computer literacy and capability-building activities for young entrepreneurs from 2026 to 2029.

Meanwhile, MinSU and Connorstone Construction Development and Supplies Corp. signed a Technology Licensing Agreement, marking the University’s first TLA.

Under the agreement, Connorstone was granted a non-transferable license to fabricate, market and commercialize Project MOSES powered by GENESIS, a MinSU-developed Internet of Things (IoT)-based localized synoptic weather monitoring system.

The agreement provides a pathway for the MinSU-developed technology to move from research and development toward commercialization and wider application.

Dr. Enya Marie D. Apostol, MinSU President led the University officials during the ceremony, joined by Mr. Leonel C. Mendoza, Vice President for Research, Innovation, Technology, and Extension, Engr. Randy A. Joco, Director for Innovation and Ms. Elisa M. Agoncillo, Director for Extension Services.

Representatives of partner institutions, university officials, stakeholders and staff also attended the activity.

The newly formalized partnerships are expected to expand opportunities for collaborative research, technology application, capacity-building and community extension.

Through these initiatives, MinSU and its partners will work together to bring research-based knowledge, technologies and services closer to schools, entrepreneurs and communities while supporting local development efforts in Oriental Mindoro. (jdtdc)
