Organized by the Human Resource Unit, the one-day capacity-building activity was held on June 30, 2026, at the CAAF Conference Hall.

Designed to facilitate the smooth integration of employees into the University, the training familiarized participants with MinSU's policies, standards, organizational culture, and performance expectations while enhancing their competencies in delivering quality frontline services and fostering an inclusive workplace.

The morning session focused on institutional orientation and human resource management. Participants were introduced to the University's Vision, Mission, and Core Values to reinforce alignment with its mandate and strategic direction. Discussions also covered key human resource policies, including leave administration, standards of conduct for public officials and employees under Republic Act No. 6713, workplace discipline, attendance during flag ceremonies, and compliance with institutional policies on Daily Time Records (DTRs), Statement of Assets, Liabilities and Net Worth (SALN), Individual Performance Commitment and Review (IPCR), Individual Development Plan (IDP), and the prescribed dress code.

Employees likewise received guidance on salary processing, payroll schedules, government-mandated benefits, documentary requirements for newly hired personnel, and the programs and services offered by the Association of MinSCAT Employees.

The afternoon session centered on promoting professionalism, inclusivity, and service excellence in the workplace. Also, participants attended a Gender Sensitivity Training that explored gender concepts, equality and equity, and the legal frameworks supporting gender rights, including Republic Act No. 11313 or the Safe Spaces Act led by Dr. Bernadeth P. De Guzman. She emphasized the collective responsibility of employees in maintaining a respectful, safe, and gender-responsive working environment.

Complementing the session was an orientation on Republic Act No. 10173 or the Data Privacy Act of 2012. Ms. Caryl Audrey K. Advincula, Legal Assistant III highlighted the importance of protecting personal information, ensuring confidentiality, and exercising accountability in handling institutional records and sensitive data.

Meanwhile, Dr. Genelita E. Hernandez, Board Secretary V, discussed the personality development, encouraging employees to cultivate professionalism, self-awareness, confidence, and positive workplace relationships. Also part of the capability building was the Basic Customer Service session that focused on professionalism, effective communication, client relations, and complaint management to strengthen the delivery of responsive and people-centered public service.

In her closing message, Ms. Filomena P. Reyes, Chief Administrative Officer, encouraged participants to build meaningful careers anchored on resilience, integrity, commitment, and excellence. She challenged employees to look beyond years of service and instead strive to leave a legacy through dedicated public service.

The integrated training forms part of MinSU's continuing human resource development initiatives aimed at building a competent, ethical, and service-oriented workforce capable of delivering quality education and responsive public service to its stakeholders. (rgg)
