CSC trains MinSU HRs, other agencies on 2025 ORA OHRA Guidelines

HR practitioners from MinSU participated in the Learning and Development Intervention on the 2025 Omnibus Rules on Appointments and Other Human Resource Actions (ORA OHRA) facilitated by the Civil Service Commission – Regional Office IV, held at Mangyan Hotel, Puerto Galera, September 16-18.

Human Resource (HR) practitioners from Mindoro State University (MinSU) participated in the Learning and Development Intervention (L&DI) on the 2025 Omnibus Rules on Appointments and Other Human Resource Actions (ORA OHRA) facilitated by the Civil Service Commission – Regional Office IV, held at Mangyan Hotel, Puerto Galera.

Representing the University were Atty. Ariezza Lynne F. Maramot, Executive Assistant III; Ms. Zea Fiel V. Sigue, HRMO III; Ms. Aprilyn M. Mistiola, HRMO II; Mr. Arnold John S. Mendoza, HRMO II; Ms. Chresaliz M. Abdon, HRMO I; and Ms. Charine April M. Quinico, HRMO I.

Director Maria Theresa R. Poblador, Director II of CSC Field Office Oriental Mindoro served as the resource speaker of the training. She led discussions on the salient features of the 2025 ORA OHRA, which include clarified appointment policies and provisions, updated procedures in the preparation of appointment papers, and uniform interpretation of the revised rules. Participants also engaged in workshops and case-based activities designed to strengthen their understanding of the guidelines and to enhance their skills in applying the rules to actual human resource actions.

For state universities and colleges (SUCs) such as MinSU, the proper implementation of the ORA OHRA is crucial in ensuring that recruitment, promotion, and personnel actions are based on merit and fitness. This strengthens the integrity of human resource processes in the academe and guarantees that qualified professionals are appointed to deliver quality education and public service.

The updated omnibus rules are expected to streamline recruitment processes and promote consistent application of civil service policies in government agencies.
