MinSU signs MOU with AFRREDN to boost agri-fisheries sector

Mindoro State University (MinSU), represented by University President Dr. Enya Marie D. Apostol, officially signed the Memorandum of Understanding (MOU) for the Agriculture and Fisheries Resources, Research and Extension for Development Network (AFRREDN) on March 14, 2025. The signing ceremony was held at the MinSU Calapan Campus, marking a significant step toward strengthening the research, development, and extension (RDE) initiatives in the agri-fisheries sector.

AFRREDN, spearheaded by the Department of Agriculture (DA) in line with the Agriculture and Fisheries Modernization Act (AFMA) or Republic Act No. 8435, aims to enhance regional priority setting and implementation of projects in agriculture and fisheries. The network will direct efforts to facilitate the effective transfer and promotion of innovative and impactful technologies to improve the crop, livestock, and fisheries sectors in the region.

The MOU signing was attested by key MinSU officials, including Mr. Leonel C. Mendoza, OIC-Vice President for Research, Development, and Extension; Mr. Macario A. Masagca Jr., Director for Research; Dr. Lourdes V. Icalla, Director for Extension, Knowledge and Technology Transfer; Dr. Nora C. Lasaca, OIC-Dean of the College of Agriculture and Allied Fields; and other university officials. Meanwhile, DA-MIMAROPA was represented by Mr. Romnel B. Salazar, Division Chief of the Research Division; Mr. Luisito D. Parcon, Supervising Science Research Specialist; and other DA-MIMAROPA staff.

Other signatories to the MOU included DA-Regional Field Office (RFO) MIMAROPA, Bureau of Agricultural Research, Agricultural Training Institute-Regional Training Center (ATI-RTC) MIMAROPA, Philippine Rice Research Institute, Regional Agriculture and Fisheries Council, Department of Trade and Industry-MIMAROPA, Magsasakang Siyentista, Learning Sites for Agriculture, and State Colleges and Universities such as Occidental Mindoro State College, Marinduque State University, Romblon State University, Palawan State University, and Western Philippine University. The Provincial Government of MIMAROPA also included the agreement.

Under the MOU, MinSU and AFRREDN will collaborate on research and development initiatives, extension programs, and capacity-building efforts to benefit farmers, fisherfolk, and other stakeholders in the agriculture and fisheries sector. This partnership is expected to foster innovation and drive sustainable growth in the region’s agricultural and fisheries industries.
